About the Conseil
Mission
The Conseil de gestion de l’assurance parentale manages the Québec Parental Insurance Plan (QPIP)
. It provides new parents with financial support and helps them strike a balance between their family and work responsibilities. To this end, it handles QPIP funding and benefit payment and administers the Parental Insurance Fund. It adopts the regulations needed to enforce the Act and serves the Minister of Employment and Social Solidarity in an advisory capacity.
Responsible management
The Conseil’s management choices reflect the population’s concerns over public services and are in line with the government’s emphasis on adopting better practices. These choices are directed at the following:
- Quality services, which are built on the advantages of the structures already in place, for the benefit of clients
- Careful, consistent and sound management that is carried out in the interest of recipients and contributors, and with the goal of ensuring balanced Plan funding
- In-depth understanding of families’ concerns and the labour market, by way of activities that allow for an accurate reading of the environment, to ensure that the Plan is responsive and to document the advice and counsel given to government authorities
- Transparent action, in keeping with high ethical and professional criteria
- Flexible and performance-oriented procedures, for increased effectivenes
